2 pounds beef short ribs
1 teaspoon salt
1 teaspoon ground black pepper
1 teaspoon garlic powder
1 (½ cups) beef stock
1 (½ cups) cabernet or dry red wine
2 tablespoons tomato paste
2 tablespoons worcestershire sauce
1 tablespoon red wine vinegar
1 tablespoon balsamic vinegar
2 stalks celery ( cut into 1-inch pieces )
2 large carrots ( cut into 1-inch rounds )
4 garlic cloves ( sliced )
1 large onion ( chopped )
4 fresh rosemary sprigs
4 fresh thyme sprigs
2 tablespoons butter
2 tablespoons flour
