Chocolate Cookies ‘n’ Cream Cupcakes are light and fluffy chocolate cupcakes topped with Oreos and cookies ‘n’ cream icing.

Cupcakes:
2 cups granulated sugar
1 and 3/4 cups flour
3/4 cup cocoa
1 and 1/2 teaspoon baking powder
1 and 1/2 teaspoon baking soda
1 teaspoon salt
2 eggs
1 cup milk
1/2 cup vegetable oil
2 teaspoons vanilla
1 cup boiling water
Oreos, broken into small pieces
Icing:
1 cup solid vegetable shortening
1 cup butter (not margarine)
2 teaspoons clear vanilla extract
8 cups sifted confectioners' sugar (approximately 1 lb.)
1/4 cup milk
15 Oreos, crushed
3 Hershey's Cookies 'n' Cream candy bars (optional)
