Caramel Chocolate Chip Cookies with double the chips

2 1/2 cups flour
1/2 tsp baking powder
1/2 tsp baking soda
1/2 tsp corn starch
1/2 tsp salt
1 cup of packed brown sugar
1/4 cup of sugar
1/2 cup of VERY soft butter {not melted}
2 eggs
2 tsp caramel extract
1 tsp vanilla
3 cups of chocolate chips
