1 lb. lean ground beef
1/2 cup chopped onion
1/3 cup chopped celery
2 T. butter
4 c. peeled, diced potatoes
3 c. chicken broth
8 oz. Velveeta cheese
2 cups milk
1/4 teaspoon pepper
1/8 teaspoon paprika
4 slices center cut bacon
