Fish Burgers with a Spicy Shallot Mayonnaise in Homemade Brioche Buns

2 shallots ( finely chopped )
4 cloves garlic ( finely chopped )
750 g fish ( any kind )
50 g breadcrumbs
1 egg ( beaten )
1/2 teaspoon rosemary
1 teaspoon chilli powder

water
salt
1 cup yogurt, mixed with enough water to submerge roots (add salt)
