Hearty Vegetable Soup

2 lbs. lean stewing beef ( cut into 1-inch cubes )
2 large potatoes ( diced )
2 onions ( chopped )
3 large carrots ( sliced )
2 stalks celery ( sliced include the tops )
6 ( 8 sprigs parsley )
1 Tbsp. salt
1/2 tsp. thyme
1/4 tsp. pepper
1 can water
1 package (10 oz) frozen mixed vegetables ( thawed )
1 1 pound can tomatoes ( with juice, chopped )
