After testing multiple Christmas cookies, these hot cocoa cookies were a family favorite. Out of all the batches I made, these cookies went the fastest!

2 1/2 cup all purpose flour
3/4 cup hot cocoa mix
1 teaspoon baking powder
1 teaspoon baking soda
1 teaspoon table salt
3/4 cup granulated sugar
3/4 cup packed brown sugar
3/4 cup unsalted butter
2 large eggs
2 teaspoons vanilla
12 oz bag semi sweet chocolate chips
20-25 regular sized marshmallows
36 Hershey Kisses
