Instant Pot Hungarian Goulash

2 tablespoons olive oil
2 large yellow onions ( chopped )
3 lbs stewed beef in ½ inch cubes
6 tablespoons Hungarian paprika
4 cloves of garlic ( minced )
2 cups beef broth
4 medium carrots ( diced )
1 teaspoon salt ( more if needed )
1 teaspoon cracked black pepper
2 tablespoons cornstarch
12 ounce bag egg noodles ( cooked )
