Layered Beef and Veggie Enchiladas

1 lb. Ground Beef
1 cup Onion, diced
1 can (7 oz.) Green Chiles, diced
1/2 tsp. + 1/2 tsp. Salt
1 can (28 oz.) Red Enchilada Sauce
1 tbsp. All-purpose Flour
1/2 tsp. Pepper
1 tbsp. Cilantro
1 can (30 oz.) Refried Beans
Tortillas, for layering
Green Peppers, diced
Mushrooms, diced
Tomatoes, diced
Olives, sliced
3-5 cups Cheese, shredded (I used Colby Jack, but use your preference)
Green Onions, diced
Sour Cream
