1 cup onion ( minced , divided )
2 tablespoons minced garlic ( divided )
1 1/2 cups long-grain white rice
3 cups vegetable broth
1/2 green bell pepper ( cored and seeded )
2 tablespoons minced fresh cilantro ( optional for garnish )
