An oatmeal cookie bar filled with a delicous and tangy lemon creme!

1/2 cups butter ( softened )
1 cup brown sugar ( packed )
1 1/2 cups all-purpose flour
1/2 tsp salt
1/2 cup white chocolate chips
1 cup old-fashioned oats
1 (14 oz) can sweetened condensed milk
2 tsp lemon zest
1/4 cup (2 tbsp) lemon juice
