Old-Fashioned Williamsburg Gingerbread Cookies

1 t. nutmeg
1 t. cinnamon
1 t. salt
1 1/2 t. baking soda
1 cup butter
1/2 cup evaporated milk
1 cup molasses
4 cups all-purpose flour
