Orange Chicken with Cilantro Lime Cauliflower Rice

This Orange Chicken is so flavorful, and the cauliflower rice complements it perfectly. It\\\'s healthy, filling and the whole family will love it!
1 teaspoon chile powder
1/2 teaspoon ground cumin
1/2 teaspoon sea salt, divided
1 teaspoon safflower oil - See my notes for why I used Safflower Oil
4 boneless skinless chicken breasts (about 1 pound), rinsed and patted dry, pounded 1/2-inch thick
juice 1 large navel orange (1/3 cup)
2 tablespoons pure maple syrup
1 tablespoon chopped chipotle chiles in adobo sauce (my husband prefers a LOT of this!)

2 cups cooked Cauliflower Rice
* 1 head cauliflower, chopped into florets
* 2 tablespoons butter or olive oil
* 2 cloves garlic
* 1/2 teaspoon sea salt
* Large handful chopped cilantro
* Juice of 1/2 lime
