Shrimp Soup with Corn and Bacon

1/2 large onion
1 clove garlic
1.5 T all purpose flour
3 c chicken broth
1 celery rib
1 medium russet potato
1 bay leaf
1/2 t minced fresh thyme
8.25 oz can cream style corn
1.5 c fresh or frozen corn kernels
1 c whole milk
1 lb. medium shrimp
