Slow-Braised Guajillo Pepper Beef

8 whole guajillo peppers, dried
4 cups boiling water
1 t canola oil
1/2 cup green onion, chopped
1 cup red onion, chopped
2 cups tomatoes, chopped
1 cup guajillo pepper water
2 t beef stock paste
3 pound chuck roast, or short ribs
Cut tops off the peppers and remove the seeds. Immerse the peppers in the boiling water; making sure to weigh them down with a glass container to keep them submerged. Allow to soak for 35 minutes or longer....
