Topsy Turvy Cupcakes

These easy cupcakes that require no frosting are a favorite snack at our house and combine two of my favorite flavors - chocolate and cream cheese!

8 oz pkg cream cheese
1 egg
1/3 cup sugar
1/8 tsp salt
1 cup chocolate chips
1-1/2 cups flour
1 teaspoon baking soda
1/2 teaspoon salt
1 cup sugar
1/4 cup cocoa
1 teaspoon vanilla extract
1/3 cup vegetable oil
1 cup water
1 tablespoon white vinegar
