4 dried new mexico chiles
2 dried chiles de arbol
4 cups vegetable broth
1 1/2 cup fire roasted tomatoes
2 tbsp olive oil
1 onion
6 garlic cloves
1 tsp cumin
2 tsp oregano
1/4 tsp black pepper
8 oz waxy potatoes
