2 medium carrots finely chopped

1/2 onion minced
3 cloves garlic minced
1/4 teaspoon nutmeg

1 bay leaf
1 1/2 cups white wine
1 1/2 cups chicken broth
1 cup 2% milk
3/4 cup grated parmesan cheese
