Cream Filled Chocolate Cupcakes

These cream filled cupcakes are better than anything you can buy in a box!!

1 1/2 cups flour
1 cups sugar
1/4 cup cocoa
1/2 tsp baking soda
1/4 tsp salt
6 Tbsp oil
1 cups water
1 Tbsp vinegar
3 Tbsp. flour
1/2 cup milk
1/2 cup butter, softened
1/2 cup sugar
1 tsp. vanilla
Frosting:
1/3 cup soft butter
1/3 cup cocoa
Pinch of salt
3 cups powdered sugar
3/4 tsp vanilla
3-4 Tbsp milk or cream

Whisk together flour, sugar, cocoa, soda, and salt in a large mixing bowl. Add oil, water, and vinegar. Whisk till smooth. Fill paper lined muffin cups about 2/3 full. Bake at 375° for about 18-20 minutes....
