Creamy Tomato and Spinach Tortellini Soup

1 onion, diced
2 cloves garlic, chopped
pinch red pepper flakes, to taste
1/4 cup flour
3 cups vegetable broth
1 (14 oz) can diced tomatoes
1 (8 oz) can tomato sauce
8 oz cheese tortellini (the refrigerated kind)
1/2 cup freshly grated parmesan cheese
1 1/2 cups (packed) fresh spinach
1/2 cup heavy cream or Greek yogurt
salt and pepper to taste
