These are the best brownies. They are so easy to make and so delicious!

11 oz bag of caramel bits or 11 oz package of caramels, unwrapped
2/3 cup evaporated milk, divided
1 box German chocolate cake mix
3/4 cup butter, melted and cooled
1 cup milk chocolate chips
