36 vanilla wafer cookies, finely crushed

2 (8 oz.) packaged cream cheese, softened
1 can (14 oz.) sweetened condensed milk
2 tablespoons lemon zest
1/4 cup lemon juice
2 cups frozen whipped topping, thawed

2 cups blueberries
2 tablespoons sugar
