1/4 teaspoon salt
1 1/4 cups granulated sugar divided
1/2 cup milk at room temperature
3 tablespoons vegetable oil
1 teaspoon vanilla extract
1/2 cup dark brown sugar
1/4 cup unsweetened cocoa powder
1 cup boiling water
