Jumbo, bakery-style Blueberry Muffins with a cinnamon sugar crumble topping

1 1/2 cups all-purpose flour
3/4 cup granulated sugar
1/2 tsp salt
2 tsp baking powder
1/3 cup vegetable oil
1 egg
1/3 cup milk
1 cup fresh or frozen blueberries

Crumb topping

2 Tbsp white sugar
2Tbsp brown sugar
2 Tbsp all-purpose flour
2 Tbsp butter, cold, diced
1/2 tsp ground cinnamon
