White Chocolate Caramel Bars

Gooey caramel on a crunchy oatmeal/coconut crust and topped with white chocolate - no-fail caramel recipe and it slices perfectly.

1/3 cup Rolled Oats, processed finely
1/2 cup Self-Raising Flour
2 t Cocoa Powder
1/3 cup Light Brown Sugar, firmly packed
1/2 cup Coconut
1/2 stick {100g} Butter, melted
1 can {397g} Sweetened Condensed Milk
1/3 cup Golden or Treacle Syrup
2 TB Butter, cubed
2 slabs {90g each} White Chocolate - good quality, not baking chocolate
2 t Vegetable Oil {I used Sunflower Oil}
