Bite sized brownie cups filled with a creamy Biscoff filling

For the brownies
1 cup butter
2 ¼ cup sugar
1 ¼ cup cocoa
1 teaspoon salt
1 teaspoon baking powder
1 tablespoon vanilla
4 eggs
1 ½ cup flour

For the filling
½ cup Biscoff Spread
4 tablespoons shortening
1/3 cup powdered sugar
2 tablespoon milk

¼ cup chocolate chips
