Caramel Turtle Cupcakes

Caramel Turtle Cupcakes have creamy caramel, chocolate chips and pecans on the inside and are topped with chocolate buttercream.

1 Duncan Hines German chocolate cake mix (16.25 ounces)
3 eggs
1 stick butter, softened
1 1/4 cup milk
1 bag (11 ounces) Kraft Caramel Bits
1/4 cup sweetened condensed milk
3 tablespoons butter
3/4 cup chocolate chips
1/4 cup chopped pecans
Chocolate Buttercream:
1 cup salted butter, softened
3½ cups powdered sugar
½ cup cocoa powder
2 teaspoons vanilla extract
4 tablespoons heavy cream
