Chocolate angel food cupcakes with whipped cream frosting and topped with a cherry!

For the Cupcakes
6 Large Egg Whites
1 Tablespoon Water
3/4 Cups (5.5 Ounces) White Sugar
1/2 Teaspoon Pure Vanilla Extract
3/4 Teaspoon Cream of Tartar
1/2 Cup Minus 1 Tablespoon (2 Ounces) White Flour
1 Tablespoon Cornstarch
2 Tablespoons Cocoa Powder
For the Topping
1 and 1/2 Cups Heavy Cream
5 Tablespoons Powdered (Confectioners) Sugar
1/2 Teaspoon Pure Vanilla Extract
12 Cherries
