1/3 cup dark brown sugar
1/8 cup sugar
1 tsp vanilla extract
1 cup flour
1 tsp milk
1/3 cup mini chocolate chips

1/4 cup butter, melted

Filling
8 oz cream cheese
1/4 cup white sugar
1/4 cup dark brown sugar
8 oz cool whip
1/2 cup mini chocolate chips, divided
