A tender, moist little gingerbread tea cake with chocolate chips

Non-stick Baking Spray
1 cup (120 grams) all-purpose, unbleached flour
1/2 cup (60 grams) whole wheat pastry flour
1 tsp. ground ginger
3/4 tsp. ground cinnamon
3/4 tsp. kosher salt
1/2 tsp. baking powder
1/2 tsp. baking soda
1/2 cup (1 stick) unsalted butter, cut into 10 slices
1/2 cup boiling water
1/2 cup (packed) light brown sugar
1/2 cup molasses
2 tsp. grated, peeled, fresh ginger
5 tbsp. mini semi-sweet chocolate chips
