A low-fat, less-sugar, partial whole wheat cinnamon cake with bursts of cinnamon chips.

3 Tbsp butter
1/2 cup sugar
1/3 cup brown sugar
2 large eggs
3/4 cup light sour cream
1 1/4 cup skim milk
2 cups all-purpose flour
1 cup whole wheat flour
2 1/2 tsp baking powder
1/4 tsp baking soda
1/2 tsp salt
2 tsp cinnamon
1 cup cinnamon chips
Streusel:
1 Tbsp butter, melted
2 Tbsp flour
1/2 Tbsp cinnamon
1/4 cup brown sugar
1/4 cup cinnamon chips
3 Tbsp butter
1/2 cup sugar
1/3 cup brown sugar

3/4 cup light sour cream

Streusel:

Prepare streusel in a bowl by melting the butter; then add everything but the cinnamon chips. Mix thoroughly with a fork. Should be wet, but crumbly. Set aside.
