2 C all-purpose flour
1½ tsp baking powder
¼ tsp baking soda
½ tsp salt

1 tsp cinnamon
½ tsp nutmeg
¼ tsp ginger
¼ tsp allspice
¼ tsp cardamom
? tsp cloves
? tsp white pepper, optional (Add this for that traditional spiciness of chai)
? C butter, melted and cooled
1 C milk
For the Cinnamon Sugar Topping
¼ C sugar
1 tsp cinnamon
3 tbsp butter, melted
2 C all-purpose flour
1½ tsp baking powder
¼ tsp baking soda
½ tsp salt
? C sugar
? C brown sugar
