A do-ahead scalloped potato dish that is layered with cheese and a savory custard.

2 cups cream
¾ cup half and half.
1 tsp roasted garlic
pinch nutmeg
1 tsp onion powder
2 tsp fresh chives
1 tsp thyme
1 tsp oregano
6 eggs
1 T dijon mustard
2 cloved garlic, minced or pressed
8 medium potatoes, peeled
Grated Parmesan Cheese, about 2½ cups (approximately)
