Eggnog Cookie with Eggnog Frosting

A delicious melt in your mouth eggnog cookie with eggnog frosting.

Cookies
2 1/4 cups all purpose flour
2 teaspoons baking powder
1/2 teaspoon nutmeg, plus more for topping
1/2 teaspoon ground cinnamon
3/4 cup unsalted butter, room temperature
1/2 cup granulated sugar
1/2 cup light brown sugar, packed
2 egg yolks
1 teaspoon vanilla extract
1/2 teaspoon rum extract
1/2 cup eggnog

Frosting
1/2 cup unsalted butter, room temperature
3-5 tablespoons eggnog
1/2 teaspoon rum extract
3 cups powdered sugar
