A perfect combination of scalloped potatoes and a potato casserole.

3 pounds Yukon gold potatoes
9 slices turkey bacon
9 green onions, thinly sliced
1 1/2 cups milk
2 1/4 cups light sour cream
3 tablespoons all purpose flour
3 cups shredded cheddar cheese
black pepper
1/4 cup panko bread crumbs
5 tablespoons unsalted butter, melted
