Fudgy Brownies with Cookie Dough Frosting

A dense, fudgy brownie topped with frosting that tastes EXACTLY like cookie dough. Put this on any brownie or blondie you like - this one's all about the frosting.

BROWNIE:
½ cup butter
1? cups (8 oz) semi-sweet chocolate chips
1 cup sugar
½ tsp salt
3 eggs
1 tsp vanilla
¾ cup flour
COOKIE DOUGH FROSTING:
½ cup butter, at room temperature
¼ cup light brown sugar, packed
1? cups confectioners’ sugar
? cup all-purpose flour
¼ tsp. salt
1 tbsp. milk
1 tsp. vanilla extract
