Your favorite Buttermilk Brownies with a Peppermint Twist!

1/4 c. cocoa
1/2 c. oil
1 c. water
2 c. flour
2 c. sugar
1/2 tsp salt
1/2 c. buttermilk
2 eggs
1 tsp soda
2 tsp peppermint
Frosting
1/3 c. buttermilk
1/2 c. cocoa
1/2 c. butter
3 1/2 c. powdered sugar
