Deliciously moist pistachio bundt cake with light and fluffy whipped pistachio icing!

For the cake:
2 pkgs. instant pistachio pudding
1 pkg. white cake mix
1/2 cup oil
1/2 cold water
1/2 cup milk or heavy whipping cream
6 eggs
For the icing:
1 pkg. instant pistachio pudding
4 oz. container Cool Whip (half of container
1/2 pt. heavy whipping cream
1/4 cup chopped pistachios (optional)
