Every potato is covered in yummyness in this casserole that is super easy and lighter than any scalloped potato dish I've tried!

2 lbs. potatoes, peeled
2 tablespoons unsalted butter
1 onion, chopped
2 cloves garlic, pressed
3 tablespoons flour
2 cups milk
1 teaspoon dry mustard
½ teaspoon paprika
1/2 teaspoon salt
2 cups Tex Mex cheese, shredded & divided
