1 (2 to 2 1/2 pound tri-tip or brisket)
1 cup celery, chopped
1/2 cup onion, chopped
1 green bell pepper, chopped
4 garlic cloves, minced

1 tablespoon all-purpose flour
2 cups beef broth
1 (12 Ounce) bottle Mexican beer
1/2 cup fresh cilantro, chopped
1 teaspoon dried oregano
8 to 12 (10-inch) flour tortillas, warmed
Your favorite Mexican rice recipe
1 14.5 ounce black beans,drained and rinsed
