Cheesy beef and corn casserole topped with cornbread

1 pound ground beef
1 can whole kernel corn
1 can chili beans
1 can tomatoes with chilies
1 cup shredded Cheddar cheese
2 boxes or packages of corn muffin mix
1 packet taco seasoning mix
3/4 cup hot water
