Gluten Free Chocolate Snack Cake with Peanut Butter Frosting

While it's not exactly a health food, this tasty snack cake makes a great gluten free treat.

• 1 cup cooking oats
• ½ teaspoon baking powder
• ½ teaspoon baking soda
• ¼ teaspoon salt
• 1 egg
• 1 cup milk
• ½ cup vegetable oil
• 2 cups cooked quinoa
• 1 large box instant chocolate fudge pudding
• 2/3 cup powdered sugar
• 2/3 cup peanut butter
• 1 tablespoon milk
