No Fail Shepherds Pie

I'll be honest with you. I have tried to make shepherds pie multiple times since we moved in a year ago and as simple as the recipe always seemed, it just never quite worked out. I am not sure why. I always had this idea about shepherds pie being faultless and almost effortless to put together, but clearly that is not always the case. Ingredients:
*3 large white potatoes
*3 large garlic cloves (leave them whole)
*1 lb lean ground chicken
*2 tablespoons flour
*2 cups frozen corn, thawed
*2 cups chopped carrots
*3/4 cups fat-free reduced-sodium chicken broth
*2 tbsp. ketchup
*1 tbsp. butter
*approx 1/4 cup cream cheese
*3/4 cup shredded cheddar cheese, divided
