4 tbsp olive oil, divided
3 large roma tomatoes or 4 medium size, chopped
3 cloves garlic, minced
1/2 cup dry white wine
1/2 tsp salt
1/4 tsp pepper
3 tbsp fresh basil, chopped
4 (6oz) pieces halibut
