Quickly seared scallops served with a fresh blood orange glaze

4 large or 6-7 small blood oranges
1 1/2 lbs. dry, fresh, sea scallops
1 tsp. kosher salt
1/2 tsp. sumac or smoked paprika
1/4 tsp. fresh ground black pepper
1/2 jalapeno, minced
1 garlic clove, minced
1 tsp. vegetable oil
1 tbsp. light butter
1 tbsp. brown sugar
1 tsp. rice vinegar
1/4 cup chopped cilantro
