Soft peanut butter cookies loaded with M&Ms and chocolate chips

1 can (14 ounce can) sweetened condensed milk
3/4 cup reduced fat peanut butter
1 egg
1 teaspoon vanilla extract
2 and 1/4 cups Bisquick
1 cup chocolate chips
1/2 cup mini M&Ms
