Baked Beans with Rosemary and Fennel

A savory baked bean dish with rosemary and fennel and a parmesan cheese crust. No sugary baked beans here!

1 lb dried navy beans (or bean of choice)
4 slices of bacon, chopped into small pieces
2 medium yellow onions
1/2 cup olive oil
1/2 fennel bulb, diced
salt and pepper to taste
1 cup canned diced tomatoes, drained
6 cloves roasted garlic (try this tutorial)
1 sprig fresh thyme
1 sprig fresh rosemary
1 tbsp chopped fresh parsley
1 bay leaf
4 cups chicken broth
1 3/4 cups shredded parmesan cheese (divided into 1 cup and 3/4 cup)
4 slices of bacon, chopped into small pieces
