Baked Quinoa and Chicken Parmesan

Quinoa with peppers, onions, tomatoes, and chicken then topped with cheese and baked to a golden brown.

1 T. olive oil
1 medium onion, diced
1/2 red pepper, diced
1/2 green pepper, diced
4 garlic cloves, minced
2 T. balsamic vinegar
1 (15 oz) can tomato sauce
1 (15 oz) can fire roasted diced tomatoes
1/2 t. red pepper flakes
1/4 c. fresh herbs (I used oregano, parsley, and thyme)
1 c. quinoa, uncooked
2 c. water
1 lb. boneless, skinless chicken breast
3/4 c. mozzarella cheese, shredded
1 oz. Parmesan cheese, grated
