All the deliciousness of a Creamsicle popsicle in one perfectly orange-flavored, dreamy citrus and white chocolate cookie!

1 1/4 c. sugar
1/2 c. butter ( softened )
4 oz. cream cheese ( softened )
1 egg
1 tsp. vanilla
2 Tbsp. finely grated orange rind
1/4 c. freshly squeezed orange juice
2 3/4 c. flour
1 tsp. baking soda
1 tsp. cream of tartar
1/4 tsp. salt
1 1/2 c. white chocolate chips
