3 Tablespoons flour
3 Tablespoons margarine or butter
2 cups of milk
2½ cups water
2 cups uncooked macaroni
2 cups grated cheddar cheese
1 teaspoon onion powder (optional seasoning)
1 teaspoon mustard powder (optional seasoning)
salt and pepper to taste
